That .002 per dolllar or per cent reminds me of the speeds we quote for mobile download speeds eg 10Kbps is that 10,000 BITS per sec 10,000 BYTES per sec the latter is typically 10 times greater when measured in BITS per sec.
As ever it’s ‘caveat emptor’ - buyer beware - read (re-read!) the small print if it’s too good to be true it (normally) IS too good to be true.
